An analysis from the Wilson Center, a nonpartisan think tank, argues “resilience” may have been abundant as a catchphrase following Hurricane Sandy, but little planning for resilience was actually done. To make resilience a reality, recommend the authors, technological innovations must be linked with social trends, such as by using crowdsourced communications and participatory decision-making.
